How to read an Indian recruitment PDF without getting fooled

Your degree still gets you into the room. A sloppy reading of the notice can keep you out of it.

Most campus applications do not fail at the interview. They fail on page 2 of a PDF nobody finished. The headline says “any graduate.” The footnote says “full-time regular degree in X, awarded on or before the crucial date.” Students apply anyway. Portals take the fee. Then the form is rejected.

This is a field guide for the next official PDF you open — job, internship, deputation, faculty, or PSU trainee. It is not legal advice. The notice in front of you wins every argument.

What a recruitment PDF is actually doing

The PDF is not a brochure. It is a filter written by people who expect to reject most of the pile.

It has to do four jobs at once:

ell the eligible few they can apply
give the ineligible majority a reason they cannot later claim surprise
protect the organisation if someone files a case
point you to one official URL and one payment channel

If you only read the first table, you are reading the brochure. The filter lives in definitions, notes, and annexures.

Open it in this order, not top to bottom

Skip the minister’s quote and the stock photo of a campus.

Issuing authority and website
Name of the post and number of vacancies, including reserved vacancies
Crucial date for age and qualification
Essential qualifications, then desirable
Age limits and relaxations
Application window — start, end, and whether the end is “submit” or “fee received”
Fee, exemption, refund
How to apply, and what counts as a completed application
Disqualifications: full-time employment, bond, already interned, distance degree, backlog
Annexures and the official portal URL printed in the document

If the page you found on Instagram does not match the authority + URL inside the PDF, stop.

The dates that are not “the last date”

Indian notices love four different clocks.

Notification date. When they published it. Useless for your form.

Crucial date. The date on which your age and degree are tested. Often 1 January or 1 April of that year, sometimes the last date of application. You can be 25 on the day you apply and overage on the crucial date.

Last date to apply online. The portal clock. Usually 23:59 IST, sometimes 17:00. Servers die at 23:50. Treat 6 pm the previous day as your personal deadline.

Last date for fee / documents. Separate in many PSU and university notices. Form submitted, fee pending = not applied.

PM Internship Scheme (PMIS) Pilot Round 3 is a clean example of the other trap: the round runs through December 2026, but each company listing has its own closing date. “Round open till December” is not permission to apply in November for a listing that closed in September. Check the card on pminternship.mca.gov.in, not a WhatsApp forward.

Verify both on the official page before you treat any date in this article as live.

“Any graduate” almost never means any graduate

Read the qualification block twice.

Watch for:

Regular / full-time / recognised university. Many distance and some online degrees are silently out.
Discipline list. “Engineering” is not “every B.Tech.” Civil may be out of a coding trainee notice even if you can code.
Percentage or class. 60% and “second class” are not the same sentence.
Equivalent. “Or equivalent” helps only if the notice or a later clarification names your degree. Do not appoint yourself equivalent.
Final year. Some internships (PMIS Round 3 expanded this) allow final-year UG/PG. Many PSU trainee notices do not. If the PDF says “passed on or before the crucial date,” a result awaited is a no.
Desirable. These are tie-breakers, not extra homework you must finish this week. Do not skip an essential-match role because you lack a desirable certificate.

DPIIT’s internship window is the opposite shape: applications are taken 1 September to 31 October each year for a later work cycle. Missing October does not mean “try next week.” It means next year.

If your degree needs a paragraph of explanation to fit the box, you do not fit the box.

Age is a table, not a headline

The headline age is for UR / general. Relaxations for OBC-NCL, SC, ST, PwBD, ex-servicemen, departmental candidates sit in a later table. So do the documents you must upload to claim them.

Two practical failures:

You claim OBC but your certificate is older than the format or the “non-creamy layer” date the notice wants.
You calculate age on today, not on the crucial date.

Write your date of birth and the crucial date on paper. Do the arithmetic once. Then look at the relaxation table.

PMIS Round 3 widened the band to 18–25. That is scheme-level. A company listing on the same portal can still ask for a diploma in a named trade. Age-eligible is not role-eligible.

Money: fee, stipend, and the fake-fee industry

Three different numbers get mashed together in student groups.

Application fee. Paid to the organisation’s official gateway. Often exempt for some categories. Rarely refunded if you are rejected for eligibility.

Stipend / pay. What you earn if selected. PMIS Round 3 public material puts monthly support at ₹9,000 (government DBT plus a company share) plus a joining grant in the current design. DPIIT lists ₹10,000 a month after the completion process. Those figures change. The PDF or portal in front of you is the source, not a reel.

Fake fee. Anyone who messages you “PM internship registration charge” or “DPIIT form processing” is not the Ministry. Official internships in this cluster do not sell slots on WhatsApp.

If the only link you have is a shortener, do not pay.

How a completed application dies after you click submit

The PDF’s “how to apply” section is where polite students lose.

Common kill conditions:

photo / signature dimensions
name mismatch across Aadhaar, DigiLocker, degree, form
uploading a marksheet instead of the degree, or vice versa
applying twice for the same post
applying on a third-party clone of the portal
missing e-KYC (PMIS wants Aadhaar / DigiLocker e-KYC before a serious application)

A submitted form with a failed payment is not a form. Screenshot the success page and the email.

A 10-minute checklist before you pay

Print this or keep it above your laptop.

Issuing body matches the URL in the PDF
You are opening that URL yourself, not a forwarded clone
Post name and vacancy code match the form
Crucial date checked for age and degree
Essential qualification matches without a speech
Category certificate date and format match the notice
Last date for fee is still ahead, not only last date for form
Stipend and joining city are acceptable if you actually get it
No application fee demanded off the official gateway
You know what happens if you are already in a full-time job or another internship (PMIS says not in a full-time job; other notices vary)

If two of these are fuzzy, do not pay tonight. Read the annexure tomorrow.

Who should skip this notice

Skipping is a skill.

Skip when:

the essential degree is not yours and “equivalent” is unnamed
the posting city or 6–9 months away from campus blows up your semester (PMIS duration is 6–9 months in the current pilot design)
the stipend does not cover rent in that city and you have no backup
the notice is only circulating as a poster with no .gov.in / .nic.in / institute domain
you would be applying to collect screenshots, not to join

One serious application beats six decorative ones.

How we will treat job pages on this site

If a Campus Reality recruitment page only restates the PDF, it should not go up. The page has to add something the PDF does not: who the notice is for, who should ignore it, which clock matters, and where the official file lives.

Use this article as the template. Then open the actual notice — for a current example, start at pminternship.mca.gov.in or the DPIIT internship page on the Commerce ministry site — and apply the same pass.
