US green card freeze for TCS, Infosys, Wipro and HCL: what students should know
The US green card freeze announced on 8 October 2026 hits a small list of big IT companies, not every Indian student. If you are in Class 12, or in college and hoping for a US job through TCS, Infosys, Wipro or HCL, read this before you change your branch, your exam plan, or pay an agent.
This page explains the words first, then the notice, then who should act this week and who can ignore the headline.
Start with the three words people mix up
A visa is permission to enter and stay in a country for a stated reason and a stated time. It is not citizenship.
An H-1B is a temporary US work visa for skilled jobs. A company sponsors you. In the usual path it can last up to six years. You are an employee on a time-bound visa, not a permanent resident. The US green card freeze does not, on the reports we checked, cancel an H-1B that is already in your passport.
A green card is the common name for US permanent residence. You can live and work in the US without renewing a work visa every few years. It is still not citizenship. Citizenship is a later, separate step.
PERM is the short name for Permanent Labor Certification, also called the Permanent Labor Certification Program. Before most employment green cards, the employer has to tell the US Department of Labor that it tried to hire an American worker and could not find a suitable one, and that the foreign worker will not be used to cut wages. If Labor approves, the file moves to US Citizenship and Immigration Services. PERM is the queue many IT firms use to turn an H-1B employee into a green-card applicant.
What the US government said on 8 October 2026
US Labor Secretary Keith Sonderling said he was suspending some of the largest IT outsourcing firms from that program: Cognizant, Infosys, Tata, Wipro, HCL and Capgemini. Tata here is Tata Consultancy Services, TCS. He also said Microsoft and Adobe were being suspended because of multiple active federal investigations.
The practical line, as reported by Reuters, is that the Labor Department will not accept any new PERM application involving these companies, and will not process pending ones. The reason given is alleged fraud, and a claim that the program was used to replace American workers with cheaper foreign workers. Companies named did not immediately comment in the Reuters report. TCS declined to comment.
Sonderling also said that since 2009, just those outsourcing firms had requested almost three million foreign workers. That is the government’s claim. It is not a count of Indians who already have green cards.
The same day, Vice President JD Vance said nine universities, including Harvard, Yale and Stanford, would be investigated over exchange-visitor visas. That is a student-and-researcher visa track, not the same form as PERM. Do not treat the two freezes as one rule.
This sits next to an earlier White House move to put a one-time $100,000 fee on new H-1B petitions. Reuters reported that fee has been blocked by federal court orders. A blocked fee is not the same as a cancelled visa. Check the court order, not a coaching reel, before you budget for it.

What this does not do
- It does not close the US border to Indian students.
- It does not, on current reports, cancel H-1B visas already issued.
- It does not ban every US company from filing a green card. The named list is Microsoft, Adobe, Cognizant, Infosys, TCS, Wipro, HCL and Capgemini.
- It does not print an end date in the reports we checked. Treat the pause as open until the department says otherwise.
- It does not mean your campus placement in India is cancelled. TCS, Infosys, Wipro and HCL still hire in India. This is about their US green-card filings.
Who this is for, and who should skip it
Read it if you are in Class 12 and your only plan is IT job, then US. Read it if you are in third or fourth year and a mass recruiter is your US plan. Read it if a parent is about to pay an agent who says they can save your green card slot this week.
Skip it if you are not aiming at the US. Skip it if your offer, if you even have one, is an India role with no US transfer talk. Skip it if you wanted a rank list of best country for MS 2027. That is a different decision, and this notice does not give you a ranking.
What to do this week
Do not pay. No consultant, Telegram channel or US immigration desk on campus can file a PERM around this suspension. If someone quotes a fee to keep your file alive, treat that as a fake-fee pitch.
If you already have a written US transfer or a US offer from one of the named firms, ask HR one question in email: are new and pending PERM filings for this company paused, and does my offer depend on a green card? Keep the reply. Do not rely on a senior’s WhatsApp forward.
If you are still in Class 12, do not drop a subject because of this headline. A green card is a step that happens years after a degree, after a job, and after an employer agrees to sponsor you. The clock that matters now is your board exam and the entrance exam you have already chosen.
If you are in college, keep an India path on the same sheet as any US plan. Chip and electronics hiring inside India is a separate track. A simple map of the old path, so the pause makes sense
The old mass-recruiter path looked like this. You join TCS, Infosys, Wipro or HCL in India. After some years you may get a US project. The company files an H-1B. If that is picked and stamped, you work in the US on a temporary visa. Later the company files PERM, then a green card. Each step can fail. The backlog for Indian nationals is already long, even when filings are open. This week’s change blocks the PERM step at the named firms. It does not delete the India job. It does make the sentence I will get a green card through my bulk IT offer a weaker sentence than it was on 7 October.
Product companies and smaller US employers are not on the list in Sonderling’s line. That is not a suggestion to chase them this week. It is a limit on the headline. A startup that has never filed a PERM cannot be your backup plan just because TCS is paused.
Questions students are already asking
I am in Class 12. Should I avoid computer science? No. This is a US filing pause at named firms. India hiring, product roles and chip work do not turn on this one notice.
My cousin is on H-1B at Infosys. Is he out of status? Reuters said the freeze does not appear to directly affect current H-1B holders. His green-card filing through that employer can stall. He should ask his employer’s attorney, not a campus group.
Does this change JEE or GATE? No date, no form, no cutoff. Do not let a visa headline eat a week of an exam you have already registered for.
Will Microsoft still hire Indians? The suspension is of PERM filings, and Microsoft was named because of investigations. It is not a published ban on Indian applications. Still, do not assume a Microsoft internship converts to a green card on the old timeline.
