What this fellowship actually is
A post-doctoral fellowship (PDF) is for someone who already has a PhD and wants a short research stint with a mentor. It is not a teaching job and not a student admission. MeitY runs this under Visvesvaraya PhD Scheme Phase II so that finished PhDs can work on electronics and IT problems. NIT Hamirpur, an Institute of National Importance in Himachal Pradesh, is the host. The fellowship is full-time, temporary, non-transferable, and tenable in India only, for one year. No extension beyond one year is allowed under the scheme.
Who should apply — and who should skip
Apply if you are an Indian citizen, you finished a PhD in engineering or technology in computer science or electronics and communication from a recognised university, with first class at every earlier level, and the PhD was awarded within the past five years counted on the last date of this form. Age must be under 40 on the date you submit. You need a mentor who is a regular faculty member with a PhD in CSE or ECE at NIT Hamirpur. Preference goes to proposals with an industry link.
Skip if you are still a master’s student — that is the separate PhD form, not this one. Skip if your PhD is from NIT Hamirpur itself. Skip if you are in a regular job: the brochure says regular employees will not be considered. Temporary scientists or researchers can apply, but they must leave that role if selected. Skip if you already took this Visvesvaraya PDF once.

Eligibility criteria
PhD in engineering/technology in the appropriate discipline, first class at all preceding levels, good record throughout. PhD completed within the past 5 years on the last date. Indian citizen. Upper age 40 on the submission date. Not a PhD from NIT Hamirpur. Not in regular employment. Mentor must be regular faculty in ECE or CSE at NIT Hamirpur and must hold a PhD. Research proposal must state objectives, outcomes and deliverables. Thrust areas printed for ECE: VLSI design, communication systems, microwave, MEMS, embedded systems, signal processing, nanoelectronics, RF, THz, devices, antenna, microcontroller. Seat matrix prints 01 Open seat in ECE, total 01. Contingency can be used for minor equipment, consumables and research items. No hiring of research staff from the contingency.
The seat row prints OPEN 01. A full UR/OBC/SC/ST/EWS/PwD roster is not printed.
2. Computer Science and Engineering — row printed, number not filled
Eligibility criteria
Same PhD, age, citizenship and mentor rules. Thrust areas printed: computer networks, IoT, cloud computing, network security, distributed computing, artificial intelligence, machine learning, natural language processing, information retrieval, image processing, speech processing. The seat matrix lists CSE but does not print a number in the Open or Total cell. Do not assume a second seat.
Printed filled seat — 1 Open in ECE. Selected fellow must enrol and report to the PhD Cell for Digital India Corporation registration within the scheme timeline.

How to apply without getting played

- Pay Rs 1,200 or Rs 600 on SBI Collect. Keep the receipt in the PDF bundle.
- Attach the research proposal, SCI paper first pages, and a consent letter from the mentor. Optional: six months of project or lab experience proof.
- Do not take another fellowship during the award. One month’s notice is required to quit.
- Women fellows may take up to 6 months maternity leave with fellowship, inside a 12-month total support cap. Only the fellowship is paid during that leave.
